Spokane Public Schools has a November 1 - 30 Open Enrollment for Jan 1 effective date. For our WEA plans (Plan 5, Easy Choice, High Ded, Dentals) we make the premium changes effective 10/1 and inform staff during open enrollment that rates for those plans are effective 10/1 - 9/30. Other than that, we have enough activity in getting schools open and staffed, new hires, getting new salary contracts, etc, in September to worry about, to not have to deal with educating about medical plans. We also have time to plan and put on a benefits fair in early November, which really helps.

For the last few years, the Everett School District changed their open enrollment period to be mid-October through mid-November with a January 1 effective date.
All new hires still sign up for benefits at the time they are hired, if eligible. All open enrollment changes are process electronically on-line only and we no longer accept paper enrollment forms with the exception of Optional Life and Long-Term Care. I hope this is information is helpful and good luck.
