Summary: This position requires the employee demonstrates positive and active support of the Association, the customer and the co-worker. The employee manages all aspects of the procurement contract process from inception to closing for assigned product groups and coordinates activities involved with procuring goods and services for KCDA customers.
Essential Duties and Responsibilitiesinclude the following. Other duties may be assigned as deemed appropriate and necessary by the Purchasing Manager.
Manages all aspects of the procurement contract process for assigned product groups. Develops bid specifications for supplies and equipment, sets quality standards, drafting and writing bids, reviews and evaluates bids, generates bid recaps in spreadsheet format and submitts bid recommendations to Purchasing Manager for approval.
Responsible for purchasing stock for KCDA warehouse and KCDA customers. Evaluates and selects materials to replenish or expand stock, maintain a consistent stock level meeting the customer requirements & within limitations of the KCDA warehouse.
Ensures accountability and compliance with all current and applicable state and federal laws so contracts are compliant.
Ensures KCDA policies and procedures are understood and are consistently and effectively applied.
Maintains accurate and thorough contract records which help facilitate contract communication.
Negotiates contracts within budgetary limitations and scope of authority.
Assists staff, customers and vendors in interpreting contract terms and conditions.
Monitors and evaluates contract performance to determine necessity for amendments or extensions of contracts and compliance of vendor contractual obligations.
Approves or rejects requests for deviations from contract specifications and delivery schedules.
Arbitrates claims or complaints occurring in performance of contracts.
Receives and analyzes price proposals for quotations and other data to determine reasonableness of vendor pricing offers.
Writes and sends vendors notification of bid award letters in a timely manner.
Works with Graphic Artist to post confirmation of vendor bid award acceptance on KCDA website in a timely manner. Provides accurate and timely updated information for assigned product groups for website and catalog.
Processes requisitions and purchase orders for internal KCDA needs as well as customers’ requests.
Meets with vendors, request samples of equipment and supplies for testing to obtain new sources and new suppliers at competitive prices in assigned product groups. .
Uses bids and quotes to maintain an automated purchasing/inventory control system.
Maintains all appropriate records and expedite delivery of goods to customers.
Attends meetings, seminars, vendors' open house, tours or related functions as required. Serve on KCDA committees.
May be called upon to purchase additional product lines, assist staff and management with administrative duties as assigned and to perform other duties as assigned.
Participates in the development and implementation of company goals, policies and procedures.
Qualifications:

Education/Experience:
CPPB, CPPO or CPM preferred, Associates degree (AA.) from two-year college and three (3) years purchasing experience or four (4) years related experience and/or training; or equivalent combination of education and experience. Must have hands on experience with writing, evaluating, recapping and awarding of bids.
Language Ability:
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, vendors, customers, and the general public.
Math Ability:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rate, ratio, and percent and to create and interrupt graphs and spreadsheets.
Reasoning Ability:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills:
Must have extensive working knowledge of Windows based computers, including Microsoft Office which includes spreadsheets and statistical data bases, internet software and e-mail. Order processing, inventory software, knowledge of on-line bidding.
Other Qualifications:
Must interact well with others and communicate politely, respectfully and clearly in oral or written form.. Provides strong customer service skills when working with KCDA staff/customers/vendors to insure timely internal and external satisfaction
Supervisory Responsibilities:
This job may include teaming and supervising one (1) or more buyers.
