II. SUMMARY OF ASSIGNMENT
ECEAP Program Coordinator and Head Start Program Coordinator are two separate positions. Under the direction of the Director of Student Services, these positions plan, coordinate, and provide direction for activities supporting the effective operation of the ECEAP and Head Start Programs. Areas of responsibility include coordinating the effective operation of program facilities; ensuring compliance with federal, state, and program licensing and regulation requirements; ensuring compliance to grantee contracts; facilitating interdisciplinary planning for children and families; assisting with budget planning and monitoring of revenues and expenditures; providing input with staff hiring, training, and evaluations; and serving as liaison between families, schools, agencies, and local resources.
III. ESSENTIAL FUNCTIONS
1. Program Staffing: Assist with the planning and coordination of program staffing needs. Participate in recruiting, interview, selection, and/or placement of staff, volunteers, work study, and interns; provide program orientation and training for new staff; and provide input on staff evaluations performed by school principal. Ensure staff records and certificates are current and complete. Maintain confidential staff records, as appropriate.
2. Interdisciplinary Planning: Identify and coordinate interdisciplinary planning for children and families to provide assistance in areas such as family support, health, nutrition, and classroom needs. Incorporate input from program staff via monthly staff meetings and quarterly interdisciplinary meetings. Participate in strategic planning for the ECEAP / Head Start community, as appropriate.
3. Liaison: Serve as liaison with ESD to facilitate needs assessment of the center, center families, and the community. Facilitate communication between the centers, the District’s central office, Policy Council, and ESD ECEAP / Head Start, as appropriate. May serve on community boards, ad hoc Staff Advisory Committee, Child Find Program Committee, Preschool Staffing Team, and Early Head Start Staff Advisory Committee.
4. Community Outreach: Participate in family involvement activities, encourage family involvement in all aspects of the program, coordinate recruitment and enrollment of students, identify service gaps in community and develop resources to address, and investigate and develop local community resources to meet specific needs of children and families.
5. Data/Records Maintenance: Maintain database programs such as Child Plus and Procare; ensure accuracy of information and record keeping; submit required reports as needed, such as Program Information Report, Child Protective Service reports, USDA meal monitoring reports, student attendance reports, time sheets, and staff monthly summaries.
6. Compliance: Ensure compliance to federal, state, program, and agency regulations, such as ESD ECEAP / Head Start program requirements, DSHS licensing, local fire code, health department reporting requirements, USDA food handling/preparation/serving requirements, city building use permits, Child Protective Service reporting requirements, and emergency preparedness program, as appropriate.
7. Program Evaluation: Supervise and facilitate the centers’ self-monitoring and self-evaluation processes annually as determined by ECEAP / Head Start Performance Standards. Consolidate data and submit written documentation to ESD ECEAP / Head Start communicating findings and program goals. Participate in annual ECEAP / Head Start Administrative Monitoring by the grantor.
8. Supervise Inclusion Model: Assist with special education preschool screening and placement process. Provide direction to program staff to ensure inclusion model.
9. Center Logistics: Coordinate center logistics such as creating and distributing program calendars, arranging transportation, ensuring substitute coverage, securing supplies and food service, arranging and attending field trips, securing appropriate custodial service, completing annual safety/materials/equipment inventory, and handling crisis interventions.
10. Child Transition: Coordinate and facilitate transition plans and activities, per District and program requirements, for children transitioning to and from the ECEAP / Head Start program. Order supplies and attend functions as necessary.
11. Communication: Model and communicate professional, interdisciplinary, holistic focus through knowledge of ECEAP / Head Start regulations and policies and family support principles.
12. Team Building & Training: Assist with development and implementation of departmental and program team building, coordination of staff meetings, and staff training and development programs. Coordinate and conduct mandatory annual child abuse and Universal Precautions training.
13. Budget: Assist Director of Student Services with development of annual program budget; ensure appropriateness of expenditures, monitor purchase orders, and maintain proper documentation supporting expenditures per District and program guidelines. May coordinate DSHS subsidy reimbursement process, monitor receipt of funds, follow-up on outstanding reimbursements, and communicate with DSHS on delinquent funds. Coordinate completion of monthly fiscal claims for ESD ECEAP / Head Start reimbursement, and assist with grant requests for fiscal amendments to program budgets.
Perform other duties as required.
The essential functions listed above are not exhaustive and may be supplemented as necessary. The position may perform a variety of non-essential functions consistent with the scope and intent of the position.
IV. MINIMUM QUALIFICATIONS
A. Education and Experience
1. BA or BS in Social Services, Early Childhood Education, Administration, or other related field.
2. Three (3) years successful experience providing multi-disciplinary services. At least one (1) year of experience as a trainer, manager, or case manager in a social service or early childhood program.
B. Certification and Licenses
1. Successful fingerprint and background check.
2. First Aid/CPR card within ninety (90) days from date of hire.
3. Proof of physical examination, including TB skin test must be on file. For those who have tested positive, a statement from a doctor or a chest x-ray must be provided.
4. Valid Washington State driver’s license and proof of insurance.

11. Ability to take initiative and work independently.
12. Ability to maintain confidential and sensitive information.
13. Ability to exercise sound decision making skills.
14. Access to personal transportation and ability to transport children and/or parents.
VI. DESIRABLE QUALIFCATIONS
1. Licensed childcare management experience.
2. Knowledge of Procare and Child Plus software applications.
3. Master’s degree in related field.
VI. WORKING CONDITIONS
Work is performed in a regular office and school environments. Some travel to and between school sites is necessary with the need to possibly transport children and/or parents. Must be able to use fingers, hands, and arms, and to listen carefully and focus while filtering out normal office noise. Ability to speak and see clearly; sit or stand for prolonged periods of time; lift 35 pounds; and bend, twist, walk, and reach requiring ordinary physical effort are all required. Expected to attend evening meetings. Exposure to normal levels of office dust, VDT screens, and office machines and their required chemicals are part of the job.
