| Qualifications/Job Description CLOVER PARK CLASS SPECIFICATION I. IDENTIFYING INFORMATION
II. SUMMARY OF ASSIGNMENT
Under the direction of the Director of Transportation, this position is responsible for the supervision and coordination of the department’s daily operational function to ensure safe and efficient student transportation. Assist the Director of Transportation in the day-to-day supervision of staff supporting departmental objectives. This position is subject to FHWA drug and alcohol testing as provided by District Policy 5259. III. ESSENTIAL FUNCTIONS
1. Assistant to the Director of Transportation; assume full responsibility for all functions of the transportation department in the Director’s absence. 2. Supervise and assist in the planning and developing of WAC compliant bus routes and schedules for regular education, special education, summer school, and field trips; monitor established routes to ensure safety, timely coverage, and coordinate exceptions with building administrators and staff. 3. Establish student bus assignment with assistance from program directors; consider specific individual student needs, as well as budgetary impact. 4. Supervise daily transportation operations, evaluate assigned staff; counsel staff when appropriate. Recommends personnel actions to the Director of Transportation related to hiring, assignment, discipline, and termination; maintain attendance reports and related personnel records. 5. Oversee posting of route bids and assign trips to drivers in accordance with established procedures. 6. Coordinate preventative and unscheduled maintenance program with mechanic specialist to ensure optimum availability and operation of buses. 7. Perform road checks for adverse weather conditions and hazards; monitor bus stops for safety and special needs accessibility. Brief drivers on non-routine conditions. 8. Investigate student misconduct on buses; safely remove students from buses; administer student discipline according to District policy and procedures; coordinate with driver, building administrator, parents, and student to resolve misconduct issues; confidentially maintain all appropriate incident information and reports. Work collaboratively with the Supervisor of Safety and Training to provide direction and maintenance to transportation employees and student management program. 9. Investigate accidents and complaints; coordinate and implement emergency procedures; document events and allegations. Follow the FHWA and District’s procedures regarding drug and alcohol testing as provided by District Policy #5259. 10. Assist Director of Transportation with development, implementation, and monitoring of transportation budget; manage services and expenditures to ensure budgetary compliance; maintain complete and accurate records on transactions affecting departmental budget. 11. Foster and maintain positive public relations with District staff and patrons; attend District and community meetings to address transportation concerns and/or provide information, as needed; resolve and/or refer issues, as appropriate. Provide District and community with information concerning routes, stops, schedules, loads, safety factors, and rules and regulations governing transportation. 12. Meets with and explains policies, practices and transportation services to staff, students, and parents. Must use sound judgment when dealing with distraught and angry individuals in the handling of sensitive issues. 13. Safe and courteous operation of District vehicles. May transport students, staff, parents, or other persons. 14. Continue professional certification and study. 15. Respond positively to suggestions for professional improvement. 16. Modify own behavior on the basis of self-appraisal. 17. Perform other duties as required. The essential functions listed above are not exhaustive and may be supplemented as necessary. 1. Knowledge of safety standards, laws, regulations, policies, and procedures related to student transportation. 2. Knowledge of supervisory principles and practices. 3. Ability to maintain confidential material and information. 4. Ability to read and interpret maps. 5. Skill in managing crisis situations. 6. Skill in conflict resolution and defusing volatile situations. 7. Demonstrated proficiency in written and oral communication. 8. Knowledge of accounting and budgetary principals and practices. 9. Ability to observe, monitor, and evaluate employee performance. 10. Knowledge of investigative procedures. 11. Ability to take initiative, work independently, and effectively manage multiple projects with conflicting deadlines and/or priorities. 12. Ability to exercise sound decision making skills. 13. Proficient knowledge and experience operating a personal computer and applications in word processing, spreadsheet, database, and presentational software. 14. Knowledge of diverse academic, socioeconomic, cultural and ethnic backgrounds of the community’s citizens. C. Certification and Licenses
1. 2. Commercial Drivers License (CDL) with Passenger Endorsement. 3. Department of Transportation Physical Card. 4. First Aid and CPR certification. V. DESIRABLE QUALIFCATIONS 1. Bachelor’s degree in related field. 2. School district experience. VI. WORKING CONDITIONS Work is performed in an office or enclosed facility environment. Some exposure to inclement weather may occur. Travel between sites required; ability to lift 60 pounds. Must be able to talk; use fingers, hands, and arms; and listen carefully and focus while filtering out normal office noise. Dexterity of fingers and hands required to operate computer keyboard. Requires substantial continuous visual concentration and exposure to visual display terminal. Exposure to frequent interruptions; precision, accuracy, and the ability to visually concentrate on details required. This position frequently requires a significant amount of extra, non-compensated time to meet multiple demands beyond a full work load.
